More than any other factor, Israel’s higher education system is responsible for the country’s success. It produces the educated, skilled individuals that drive the continued rapid growth of the technology sector and raise the productivity of Israel’s traditional industries and services.

However, its success brings new challenges, as the number of students in the system will more than double by 2028, even as the number of academic faculty members has declined sharply in recent years. In addition, budget cuts have reduced the scope of scientific research, and some of Israel’s best young academic minds have left the country to pursue their studies.

The Israel 2028 plan understands the need to respond to these changes and strengthen and expand higher education and scientific research. Some planned initiatives include allocating additional resources for basic university research based on excellence and competitiveness; and establishing new research funds to advance areas where universities and government research organizations feel advancement is needed.
